What are IFSP, IEP and a 504 Plan? How to know the difference.

 

An IFSP (Individualized Family Service Plan) is a plan designed for children under the age of 3 who have developmental delays or disabilities. It is part of the Early Intervention services provided under the Individuals with Disabilities Education Act (IDEA) Part C. The IFSP focuses not only on the child's specific needs but also on supporting the family in helping the child develop. The plan includes services such as speech therapy, physical therapy, or home visits by specialists, and it emphasizes family involvement. The IFSP is reviewed every six months or sooner if necessary, and it addresses the child’s developmental goals and the family's needs.

An IEP (Individualized Education Plan) is for children ages 3 and older who qualify for special education services under IDEA, specifically for students with disabilities who need tailored educational support to succeed in school. The IEP outlines specific academic goals, accommodations, modifications, and related services such as speech or occupational therapy. A team that includes educators, parents, and specialists collaboratively develops the IEP. It is updated annually to reflect the student's progress and any adjustments needed in their educational approach. The IEP is legally binding and ensures that the student receives the necessary services to meet their goals.

A 504 Plan, in contrast, is designed for students with disabilities who do not need special education services but still require accommodations to access the general education curriculum. This plan falls under Section 504 of the Rehabilitation Act of 1973, which prohibits discrimination against individuals with disabilities. The 504 Plan may include accommodations like extended test-taking time, preferential seating, or assistive technology. While it does not provide specialized instruction like an IEP, it ensures students have equal access to education. The primary differences between the IFSP, IEP, and 504 Plan are the age groups they serve, the level of services provided, and the legal frameworks guiding each plan. The IFSP is for very young children and is family-centered, the IEP is for school-age children who need specialized education, and the 504 Plan is for students needing accommodations to participate fully in regular education.
